Federalism: How much diversity can the law tolerate?
The Forum Recht Foundation is continuing its interactive discussion series "Let's Talk About Law," which was successfully launched in 2025, in 2026. The series will kick off with a discussion on federalism at the foundation's premises in Karlsruhe.Â
It is often said that "federalism" complicates many things. In Germany, legal regulations can vary from state to state in many areas of life—and many people find this impractical, confusing, or even unfair. For this reason, the Forum Recht foundation invited experts to discuss the topic in a joint discussion with the audience.
Political scientist Dr. Martin Große Hüttmann has been researching the political system of the Federal Republic of Germany and the European Union for many years, focusing in particular on issues of European integration, political parties, and federalism.Â
His conversation partner, Prof. Dr. David Roth-Isigkeit, recently assessed the constitutional possibilities of task bundling in the federal state for the National Regulatory Control Council.
In a moderated discussion, they talk about why there are so many different rules in Germany and what that means for our everyday lives. What problems arise when each federal state has its own laws? But also: what advantages does this diversity bring?
