In his lecture, Prof. Traunmüller analyzes the perception of freedom of expression in Germany. He shows that citizens perceive discursive risks as more likely than direct sanctions, but that both entail similar costs for freedom of expression. These perceptions are based on actual experiences and mainly concern abstract social actors.
